On December 17, the UN-sponsored Sukhairat declaration officially ended the political and military infighting in Libya. A 9-member Presidency Council of Ministers was named and tasked with selecting a national unity government within 30 days of signing the agreement.

He returned to Libya after the downfall of Qaddafi and is currently fighting other forces for the control of Libya.

LIBYA’S NATIONAL UNITY GOVERNMENT
Building consensus within the Presidency of the Council of Ministers Balancing out the local and regional affiliations. Traditionally, previous councils had representation from the three main historical regions of Tripoli, Fezzan and Barqah. A legal challenge in case of lack of quorum once the parliament is convened. Difficulty in operating from the capital Tripoli due to regular demonstrations against the agreement.
